Haven't tested it but I'm pretty sure cooking blood would ruin it.

For the blood sausage: I am fairly sure you have to cook it, otherwise when you go to cut the casing the blood would not only go everywhere but none of it would land in your mouth. That and blood sausage contains pork meat(traditionally) so there is something to bite into instead of just juices, so it would have to be cooked. I guess you could try substituting the ingredients to your needs but it would be a tricky and long process.

I find 5 to 15 seconds in the microwave or warming it up on the stove until comfortably warm to the touch is better than cold or room because it's closer to fresh blood BUT be very careful not to overcook it
